Taiwan also stepped into a new stage of the curriculum reform of elementary education in order to follow the pace of international education. Since2000, Taiwan has fully pushed the curriculum reform started in the new century from an experimental phase to an implementation and operation phase. Taiwan adopted the curriculum reform outline of "Nine-year Compulsory Education" after2000, and conducted the unified compilation and integration of all the curricula to transform the traditional teaching of single school subjects to field teaching with the emphasis on the links and consolidation among the disciplines which not only represented a significant revolution in the elementary education reform policy of Taiwan in history, but also injected vitality into the elementary education of Taiwan and demonstrated the unique characteristics of Taiwan’s basic education in the21st century.This paper consists of four sections. The first section mainly reviews the general situation of the development of music education in the primary and secondary schools of Taiwan before the new century. The development process between1945and1987are sorted out and elaborated by dividing into two periods. The second section mainly describes the curriculum reform of nine-year compulsory education implemented in Taiwan in the beginning of the21st century. It generalized and analyzed all the aspects from the cause, the plan of the education reform to the implementation of the reform policies and the outline of the reform. In addition, course objectives and the capacity indexes of the course in the field of "Arts and Humanities" under the unified rectification of disciplines after the implementation of the new curriculum reform is also explored in details. The third section concerns the teaching content and teaching materials analysis of music in the field of "Arts and Humanities" in the primary and secondary schools of Taiwan.
