China civil-owned colleges and universities have gained remarkable achievements,which have expanded education resources and have promoted the reform of highereducation after participate its higher education since the implementation of reform andopening-up to the outside world. However, we must have a clear mind that there areventures exist in the development of China civil-owned colleges and universities. At present,there are five categories of risks we concern about: they are policy risk, market risk,management risk, quality risk, and financial risk. These five risks are not independent, theyare interactive, the rise of one risk may cause another risk, and such risk is unstable. Once itappears and becomes a danger, the civil-owned colleges and universities will have to sufferthe loss and even go bankrupt.Ventures have the characterizes of changeable and doubtful, however,civil-ownedcolleges which holds its own public benefits were not basic on the maximize of its owninterests and abide by the law of economic market also under the conditions of law andhigh-education growing up. The civil-owned college has to self-financing basis on thebuildings facilities and educations. While during the civil-owned colleges activities thegovernment provide none financial aid at all. Which lead to the civil-owned collegesventures face to a higher level of ventures and if the funds chain have problem the debt willrise rapidly which means the colleges have to stop immediate.Nowadays, there are many reasons which cause the risk of running private universities,some of them are internal reasons and others are external ones. Internal reasons are: vaguepositioning, post-family management, unclear administration structure and obstructedfinancing channels. External reasons are: ambiguous policy and fierce competition of sourceof students. Therefore, the risk prevention of running private university needs thecollaboration from scholars, university managers and governments. Today, to uniteuniversity and government is the only way to run private universities, at the same time,private universities should get rid of their own defects. Although the process of evaluation isdifficult, for the further development of private education, universities and governmentshave to find and solve the critical problems which cause the adverse development of privateuniversity. If these problems are not solved, they might cause the failure of the private university education in China.There are several things should be done to prevent risks of running private university. Firstof all, to create a scientific strategy plan and a new education model to ensure a sustainabledevelopment; secondly, to build a system of management and appraisal; next, furtherimprove the administration structure of legal person, divide the right of management fromrunning school and creating a restricting mechanism of three sides. Moreover, for providinga good management environment, universities should have a internal regulation to supervisethe quality of education and standardize the development of institution. Local governmentsneed to shoulder the responsibility of improving the education of private universitiesbecause private universities are, to some extent, public welfare related. After all, a goodexternal environment is a crucial factor which directly affects the sable development ofprivate university. Firstly, the policy of government should keep stable and clear; next,government needs to improve supervision system, for example, create an assessingcommittee and risk pre-warning mechanism. To sum up, the most pressing task to preventrisks of running private university is enhancing the macro-control of government andprovide better environment for private universities.
