The Research On Comprehensive Treatment Of The Problem Of The High Sex Ratio At Birth

Since1980’s, China began to implement a family planning policy strictly, resulting in a steady decline in fertility rates and slowly curbing the growth trend of population, we can say, the effect is significant. But along with this process, sex ratio at birth has been rising, and sex ratio at birth in many regions today are still running at a high level, causing a serious imbalance in sex structure of the population that is threatening the security of national and regional population and the harmonious development of the society. This problem has aroused the community’s concern and attention.Huaining County, a county located in the south of Anhui Province, belongs to Anqing City. The sex ratio at birth of Huaining has remained high for many years, and at the moment it is in unusually high situation. Huaining has been one of the county in which the problem of sex ratio at birth is more serious in Anqing. This paper takes Huaining County of Anhui province as an example to analyze the problem of high sex ratio at birth. Through this article, we can understand the current situation of this problem, analyze its causes, analyze the impact it brings, and ultimately make suggestions based on existing initiatives.Under the guidance of positivist methodology, the author collected relevant data and census data about Huaining County’s population through family planning departments, Census Office, Bureau of Statistics and other relevant departments to provide an objective basis of data for the analysis of Huaining’s high sex ratio problem. Finally, an objective description and analysis about the trend, status and characteristics of sex ratio at birth of Huaining can be made. Through investigation and analysis, the problem of the high sex ratio at birth in Huaining has such characteristics as universal, high degree and long duration. We can say that the problem is serious. And the problem has brought a series of impact on population development, marriage and family, social values and social stability. Besides, it also increased the burden on family planning work of Huaining County, threatening the population security and social benign operation.To analyze and elaborate the causes of the problem of high sex ratio at birth more comprehensively, on one hand, the article used some existing research conclusions and theories related to the problem of high sex ratio at birth. On the other hand, combining with the actual situation, a questionnaire was designed to make a surveyabout local people, and the article gave the corresponding descriptive analysis and correlation analysis for the survey results by SPSS software. According to the research results, the problem of high sex ratio at birth appeared, under the combined effect of a variety of social, economic and cultural factors. This article focuses on the qualitative and quantitative analysis methods to analyze the cultural and psychological factors, economic and security factors, gender differences, the family planning policy factors, technical factors. It’s not difficult to find that persistent effects of traditional culture are still the essence of their produce, and the level of economic development is a key factor.Finally, by means of referring to relevant documents of family planning department and other departments, we can understand the status of comprehensive management of the high sex ratio at birth problem. Besides, dialectical assessment is made. On one hand, the author confirmed the effectiveness of the existing governance practices. On the other hand, according to individual’s analysis, the author also pointed out its deficiencies and problems existing in the current governance. On this basis, the author will have a deep thought of further controlling the high sex ratio at birth in Huaining and intends to propose viable policy from politics, culture, management, institutional, economic, in order to curb the increasing tendency of sex ratio at birth and gradually decreasing it to the normal range. In the end, the healthy and harmonious operation of the county’s population and society come true.
