With the development of economic globalization, culturaldiversity, at the present stage, China’s education goal is to cultivatethe compound talents. With concrete as the goal of education courses,increasing the diversity of curriculum is the basic task of theeducation goal. As an important part of curriculum system, thedevelopment and implementation of local curriculum arouse people’sconcerns. From the theoretical level, the government entitles localauthorities to develop curriculum resources and to organize andimplement local curriculum. However, in the context of China’sexam-oriented education, under the entrance pressure, students haveto spend most of the time on textbook knowledge, ignoring theknowledge of local culture; as a result, students lack correspondingculture. Hence, the actual development of the students can not meetthe community demand for talents.This paper mainly studies four problems: In Shanxi ProvincePrimary and Middle School students’ and teachers’ current understanding of Jin culture; School leaders’ and teachers’understanding of the local curriculum and current situation of Shanxilocal curriculum development. The above questions are analyzed fromfive aspects: content,grade,district, school type and attribution.Methods adopted include literature analysis, questionnaire, interviewand the like.In the investigation and interview process, I drew the followingconclusions: Of Shanxi Province Primary and Middle School Students’current understanding of Jin culture is generally insufficient; schoolleaders’ and teachers’ understanding of local cultural curriculum isobscure and biased. Local curriculum of Jin culture is deficient whileteacher’s ability is limited, social support is not enough.Finally, proposals offered are to develop students’ unknown Jinculture to enhance students’ understanding of the relevantknowledge; to improve the training for teachers’ development; on thebasis of the development of school leaders and teachers, tostrengthen social support to promote the development of localcurriculum.
