Civil non-profit organizations are short of resources and the shortness has become amajor obstacle on the road of development. Based on the social capital theory, this paper isabout how to get necessary resources to make a development through social network.Firstly, this research focused on the analysis of social capital theory and finally LinNan’s theory system was chose as the support of the research. After21civil non-profitorganizations had been surveyed by questionnaires and interviews, it proved that capitalwas considered as the primary factor affecting civil non-profit organizations’ development.With government purchasing service and incubator providing help, the capital pressuredecreased, so project was becoming the key factor to make civil non-profit organizationsdevelop. As to personnel, the number of volunteers increased a lot, however the employeeslacked as before. And information was treated more and more significantly by civilnon-profit organizations. As present, they depended more on organization’s actual strengthinstead of individuals’ social network, for most organizations which accepted the surveygained money from governments. Mostly, the individual used strong ties and initialposition to acquire resources. If the members of civil non-profit organizations had thestrong ties with donators and senior managers of enterprises, it was easier to gain funds andprojects. Also, if they had higher initial position, government would be more willing toprovide personnel. The result indicated it was different for men and women to take actionsto gain social capital. Women used strong ties in high proportion and men used more weakties than women. However it hadn’t proved well that weak ties used in the dominantposition by the male.Organizations and individuals both have many things to do to gain social capital. Asenough resource was just a prerequisite and base, it was necessary for civil non-profitorganizations to improve abilities to achieve a long-term development.
