| Building a world-class university has become the common goal of countries allover the world. In macroeconomic background of pursuit of excellence, the Germanstart Excellence Initiative in the beginning of this century, setting out to create aworld-class university. The program focuses on enhancing the level of scientificresearch and international competitiveness of German universities, the training ofyoung scientific reserve forces and other targets and expands. Excellence Initiative isthe first time that the German government made clear breaks higher homogenizationof higher education policy. This article focuses macro and micro perspective, on thebasis of implementation progress and other content material, discussesimplementation of the plan from Institutional level, while evaluates ExcellenceInitiative from the perspective of effectiveness and implementation issues. The resultsshow that the implementation of Excellence Initiative, to some extent, enhance thelevel of scientific research and international influence of German universities,promote academic exchanges, make the German university re-enter into the view ofthe world, but because of financial restrictions and shackles of traditional concepts,from the current point of view, the implementation of Excellence Initiative failed tomake German universities a big leap, there is not a small gap between the Germanelite universities and world-class universities.Against the problems for ExcellenceInitiative,the writer also made some ideas herself, including increased governmentsupport for efforts, expanding the self-enrollment right of universities and improvingresearch university system. We want to provide reference views for developing pathof Excellence Initiative, while hoping to draw upon the valuable experience ofbuilding a world-class university in China.The study is divided into five parts:part1, describes the introduction background of Excellence Initiative frominternational level, national level and university itself; part2, introduce the process ofExcellence Initiative; part3, from three aspects of the theoretical basis, institutionalpractice, practice experience to analyze the institutional practice of the Excellence Initiative; part4, analyze the problems of Excellence Initiative from insufficientcapital investment, the limitations for research targeting,shackles of balancededucation ideas; part5, describe the development path and Inspiration. |
