Behaviorof the communication mode is mutually beneficial, bilateral even multidimensional.In public activities, They are the existence of "inequality", but they should get alongwith each other equally, enjoy the negative liberty, should be more rational to pursuitof positive freedom, If we take some actions, public life will unfold, civic virtue willachieve excellently.School activities curriculums for education citizenship were conducted in theprocess of education association. Public communication linked with school practicesabout education citizenship. Public relationship can examine the problem of schoolpractices for civic education, provide a good theory for the practices of civil education,At the same time, the way of public communication can practice activities of schoolcivic education. It is the exchange of citizen education,Citizen education practice isbound, and is in the field of public communication, beyond the private contactsocclusive, insist on openness and publicity, equality of public communication.This paper is divided into three parts for research from the perspective of publicexchanges. The first part, introduced the related content of the theory of publiccommunication, clarify the meaning of public communication, principle, significance,the problem of school education practice, It laies the foundation for citizens frompublic communication theory. The second part, through the method of literature andinterview, it pointed out that in a public communication problems that exist in thehorizon school civic education practices, They are mainly the citizen educationcontent and the goal, citizen education practice and the effectiveness of the citizeneducation practice questions, and find out the reason why rises these questions from three aspects like schools, teachers and students. The third part, based on the publichorizon, a relationship, school civic education practice path choice, this is the maincontent of this thesis. It mainly is to clear the school goal and content of citizen’seducation practice school citizens basic value orientation of education practice, tobuild a harmonious school public life, to enhance the quality of interaction of bothcommunicative subjects, expand public exchanges progressive, step by step. The wayfrom several aspects to improve the effectiveness of school civic education practicetogether is the focus of this paper. It expands public communication way to promotedevelopment of school civic education.
