With the rapid development of internet technology, new media which communicate based on supports of computer information and communication technology are gradually changing people’s perspectives of value and ways of working, living, and behaving. Contemporarily, university student is the largest group of internet users. Internet provides students with unprecedented perspective. In addition, it directly affects their disciplines, moralities, and faiths. Therefore, irregular internet utilization would lead to various problems.University students is the critical force in future’s revolution, construction, and development of the country. Their political consciousnesses are closely related to country’s future and nation’s destiny. Hence, properly guiding university students’internet behaviors is necessary so that the internet political consciousnesses can be reinforced. It has already being a vital part of the ideological and political education based on internet.providing the definition of "internet" and "the ideological and political education based on internet", based on the survey of internet utilization of university students, the analysis is divided into three parts; the purpose, the statues, and the consciousness of using internet. The findings show that internet has some positive effects. Emphasizing the roots of negative effects generated in the process of irregular internet using. The finding suggests that the main reasons causing the negative effects lay on the complexity of internet environment, incoherence between school and family, and indiscipline of university students. The symptoms of negative effects include addiction to internet, emotional apathies, misbehaviors, and obstacles in communications. Elaborating the plans of how to properly guide university student in internet using from the points of views of government, university, and student.
