In recent years, along with the deepening of social reforms, our country’s social economic structure, cultural structure and the values of life has changed subsequently. The internal and external environment of universities in China, great changes have taken place. Maintain the stability, orderly and sustainable development of higher education, is an important measure to enhance the competitiveness. The university is the support and carrier of higher education, is an important part in personnel training, deeply influenced by the social environment. At the same time, the university is experiencing a series of changes. In1999, since the enrollment expansion, elite education has been gradually to popularization, college has become crowded areas, unstable factors increasing, the probability of college emergencies occurrence have been gradually rising, also increased a crisis of the diversity and complexity. Frequently the occurrence of emergencies, not only endangers the normal order of teaching and daily life order, cause casualties and property losses and resulting in serious negative influence to the image of colleges, but also lead to social unrest. Therefore, how to prevent and reduce the occurrence of unexpected events in universities has become a major social problem and attract widely concerned. Through the emergency management to strengthen and improve the university emergencies, timely and effective avoid risks, reduce losses, maintain the normal order of development, has a very important significance.Taking the universities in Hunan Province university emergencies as example, profits from the domestic and foreign scholars on the research achievements about unexpected events. The emergency management of colleges as the research objects, by reference to relevant research literature, to introduce the definition and characteristics about emergency. We must understand the current situation about emergency management of university sudden incidents in Hunan Province analysis of emergency, analyzes the existing problems of emergency management at present and its influence factor. Finally, based on the existing problems, we start from the perspective of colleges, try to through improving the sense of crisis, coordination of social forces, improve the management system and strengthening the ability of students to deal with the crisis. In the continuous efforts, finally realize the purpose of enhance the ability of emergency management in universities, to reduce the occurrence of emergencies, maintaining the stability of colleges and build a harmonious campus.
