Developmental Countermeasure Research For Folk Sports Organization In Fujian Province

As the main organizational form of national and social sports undertakings, folk sports organization is the bridge and bond between sports administrative departments and common people, which playing an increasingly important role for coordinating relationship and interest of the society on all sides, enriching the social and cultural life for the public, providing quality public service of sports, improving health standard for the public, establishing harmonious society and so on.Accompanied by the development of the whole society and continuing to develop, the development of folk sports organization and the society are inseparable. As a social activity participated by the public in general, folk sports organization should not only be valued by government level, but also require extensive participation in society. Fujian’s economy and society gain a hard-won opportunity and rapidly spring up since the reform and opening up. The development of folk sports organization in Fujian Province accordingly receives new vigor. Folk sports organization in Fujian Province developed rapidly from2002to2004. It was a high-speed development period at that time. However, it stagnated in2005. It regained rapid growth in2006and the growth rate slowed down again after2009. The decision concerning comprehensively deepening reforms was adopted in the Third Plenary Session of the18th Central Committee of the CPC, which created a broader space for the development of social organizations. Under the circumstance of opportunities and challenges coexist, for folk sports organizations in Fujian Province, It is of theoretical and practical significance to analyze how to overcome their own problems, to achieve constantly innovation, to explore sustainable development that suitable for their own.With the methods of documents and materials, comparative analysis, investigation and research, mathematical statistic, this paper surveys the folk sports organizations in Fujian Province in the field of basic situation, management mode, cooperation relationship with the government, financial resources, HR structure, office site and so on. The results show that the developmental layout of folk sports organizations in Fujian province are not reasonable. It is manifested that higher proportions of sports associations, lower proportions of people-run non-enterprise units and relatively insufficient overall coverage. Its management mechanism is limited for restricted by the dual management system, lack of self-discipline environment, cumbersome approval process, and not enough fosterage and support. Its overall development of the organization is obstructed for lack of stable financial sources, professional team, official business and activity place.In view of the current situations and existing problems of the operation of folk sports organization, this paper puts forward to specific, operational and reasonable countermeasures which are listed as follows:1. In order to solve the financial problem, we should raise fund by means of establishing public welfare fund of sports lottery and obtain assistance from enterprises and the society. Provincial sports organization exclusive fund should set up to nurture sports organizations, to train organization members, and to popularize organization activities and so on.2. Improvement of self-construction. Work standards and evaluation system of the folk sports organizations should be established and improved in order to develop an effective management mechanism.3. Promotion for substantiation progress of folk sports organization. Survival ability and service of the social organization should be further improved.4. Optimization the environment for the growth of folk sports organizations. Registration management system should be changed. Preferential policies should be promulgated. Government contracting-out service should be implemented.5. Acceleration of the legislative process and improvement of the legal guarantee. The legal status and development space of folk sports organization should be further clarify.
