The central committee of the communist party of the state council on education reform deepening comprehensive promotion of quality education decision was that published at the third national education work session explicitly pointed out,"It is essential to adjust and reform the course system, structure and content, set up the new foundation education curriculum system and carry out the national curriculum, local curriculum and school curriculum".In this spiritual guidance, Shanghai average middle and primary school curriculum plan in the curriculum management explicitly pointed out "Shanghai ordinary primary and secondary city, district (county) and school level three-course management system." Under this background, Shanghai United International School(SUIS) develop PE courses according to its own Educational philosophy and students.This paper based on the development of SUIS shool-based coures, make a research of the implementation issues and effect to provide reference for our school PE course construction. The objects of the research are the students and their parents and the PE teachers in SUIS. Literature data method, interview method, questionnaire survey method and mathematical statistics method are used to study. The conclusion shows the implementation present situation. First of all, to build the structure of the school-based bilingual PE course. Second, to construct the responsiblity system to manage the course in accord with the SUIS school-based course. Third, the inner and outer environment proctected the implemention of the development of PE course. Fourth, combined with the fact, to display mutiple teaching models. Finally, to establish the evaluation system of both students and teachers.On the other hand, the effect of implementation shows that the school-based PE course met the different need of individuals, inspired the interest of students, cultivated their congrated physical ability. It also promoted all PE teachers’ability of teaching and course reseaching which was accecped and supported by the parents.However, during the implemention of SUIS school-based PE course, there are still some problems. Compared to the emergying sports teaching, the less colorful teaching method is obvious. Compared to the well-developed teaching models, the evaluation system needs to be improved. The shortage of professional bilingual PE teachers made it difficult to teach all the professional knowledge. The unreasonable arrangement for PE classes also obstructed the implemention. Last but not least, there was no guidiance of any experts for composing the model of new course. As there are quite a few problems, it is proposed in this paper suggestions as follows:firstly, to ask PE teachers to attend English course trainaing for teaching. Secondly, to invite experts of PE courses to give suggestions and advice to the school-based PE course. Finally, schoolmaster as the manager, should make the class arragement of time and place reasonable for the primary school, junior high school and the international department. Only in this way, the school-based PE classes will be implemented smoothly.
