The incresing of thenumber of empty nester gradually brings Chinese government many challenges, such as the physical health, mental health are theproblems we must solve to build a harmonious socialist society.In this paper, I use the method of literature, questionnaire survey and other methods to investigate400empty nesters from relatively dense Xinghai community,Tianchi community,Lingshui community, Tianchi community, Gangwan community and Caihong community of Dalian City (Ganjingzi District, Hi-Tech District, Zhongshan District, Shahekou District, Xigang District), and their object of sports mode, time, form of organization, site and consumption are summarized to find out the theoretical study is relatively behind, the responsibilities ofvarious departments division, social support is weak, empty nesters’s own problems and other problems exisistence in Dalian city empty nester sports public service system.Induction through the summary of the problem, analyzing Dalian city empty nester sports public service system in improving health, riching empty nester lifestyle, strengthening theempty nester mental health and the constructing of social value. Discussing the support system and security system three parts theory of Dalian city empty nester sports public service system and specific measures.
