| With the growing investment on higher education by Chinese government, more andmore scholars concerned about the financial management of colleges and universities. Onereason is that the performance achievements of teaching, research and social services canbe found from the financial data. The second reason rests with that reasonable financialoperating mechanism can improve the fund utilization of university and expand thefinancial funding fundraising channels, to ensure there are sufficient funds to carry out theactivities for universities as a result. The third reason is that the structure of theuniversity’s financial resources can be obtained in order to determine reasonable ratio ofthe proportion of resources.Using documentary research and three-stage comparison methods, this thesis iscomposed by the following parts. First, the essential concepts and meanings for analyzingfinancial operating mechanism of the college were expatiated in order to get a clearunderstanding about the concepts and ideas which will be appeared in the followingstudies. Second, the basic financial operating situations of universities in China wereexhibited and analyzed. The key points were kept focus in the financial operatingspecifications, the financial channels of funding and the structures of incoming sources ofuniversities in China. Third, following the analyzing mechanisms of the Chineseuniversities, the financial operating mechanisms of American universities were researched.By comparing the relevant information of financial operating mechanisms, the similaritiesand differences of the financial operating specifications, financial funding channels andfinancial resources structures between two countries were obtained. Finally, threesuggestions and strategies which will strengthen the financial operations of universities inChina were concluded. The first one is strengthening the financial budget management,and establishing economic responsibility of the budget management of the universities. The second one is expanding the sources of financial funding of universities and absorbingthe experiences of the American universities. The last one is that government shouldincrease the financial allocation for universities continually with the precondition of notincreasing the proportion of tuition and fees. |
