Modern information technology promotes the development of social, and tehsharing of information across time and space constraints are widely used. Informa-tion technology development can promote the development of society and individual,otherwise, it will be the digital divide.Different regions, social classes in the use ofinformation namely the digital divide.The digital divide phenomenon also appears inthe field of education, that education of the digital divide, one of the differences is inteachers’ performance digital educational resources utilization. In order to understandthe education digital divide situation in Kashgar, Xinjiang, the article studied on thestatus of Kashgar teachers network education regional resource utilization.The article uses the literature analysis, questionnaire and interview. Literatureanalysis analyze existing studies of the sort. Survey questionnaire for the self,double-blind method to translate the questionnaire into Balakrishnan, and Chinesequestionnaire, Balakrishnan questionnaire were pre-tested. The study using stratifiedrandom sampling method, depending on the region, and age handout to Kashi teach-ers. Depending on the region and age, on the part of Kashgar teachers areas con-ducted in-depth interviews.The teachers, in primary and secondary school in Kashi,19.77%of them cannotcontact internet. Others, who can surf the net, barely use it for teaching. This articleanalyzes the use of the network of educational resources into online education re-source attitude, online education resource utilization motivation, ability to obtain in-formation, the ability to evaluate information and information integration capabilitiesfive dimensions. Teachers of Han nationality are better than minority in the ability toobtain, evaluate and integration information. Male teachers are better than femaleteachers in the attitude to online education resource and the ability to get information.Teachers with bachelor’s degree are better than specialist in the network educationresources attitude, and the ability to evaluate or integrate information. Teachers, un-der the age of35are better than36-45in the ability to get or evaluate information.Teachers,above the age of46are worse than35-45in the ability to get information.Teachers in the urban are better than rural in the ability to get or evaluate information.Teachers in the secondary school are better than elementary in the ability to integrateinformation.Based on the analysis of the survey data, from the government, school andteacher areas, the author proposed suggestions to promote the education resource uti-lization of Kashgar Teachers, include improve the level of specific Chinese minority teachers, and strengthen the use of web-based educational resource teacher training,increase investment in infrastructure equipment,etc.Information technology can be a driving force in the balanced development ofbasic education, but also can become a stumbling block to the balanced developmentof basic education. In promoting the development of basic education in informationtechnology today, to avoid the phenomenon of the digital divide, education, informa-tion technology has become the development of education in urgent need of attentionand solve problems.
