With the influence of uncertain factors on current world economical development, thesituation of university students’ employment in China is still grim in2013.The graduates fromuniversities reached to6.99million, increased190,000more since2012. The rate of economicgrowth, inflation and unemployment are the preferred indicators of the Western developedcountries in monitoring macroeconomic performance and the macro-control. Minimizingunemployment rate and achieving full employment occupy significant positions in the governmentpolicy objectives.They are directly related to the the level of people’s living standards, thestability and health of development of the national economy. Therefore, the difficulty of universitystudents’ employment is not only a problem of higher education, but also a serious social issue indeeper sense.From the trajectory of university graduates in our country, it can be found that the model ofundergraduate employment is always synchronized with the country’s economical system, such asthe full plan model of employment during1950to1988, the model of employment combined planand market during1989to2001and the model of market allocation employment from2002to thepresent. It is inevitable that they gradually move towards greater opening along with thedevelopment of history. It is a constantly process commiserating with the social, economic, andpolitical restructuring. Facing globalization of economy and environment, the government shouldre-examine the pros and cons of the existing employment promotion policy, then enhance the senseof responsibility and service to promote the employment of university students. In the explorationand reforming, it should always be clear that the employment policies and measures must be adaptto the economic system. The employment policies and measures have a direct impact on theemployment quantity and quality of under-graduates, and the employment situation of universitystudents determine the future of the national economic. In conclusion, as portioner and manager of the public resource, the government is duty-boundto relieve the stress. Now, governments at all levels should not only focus on and solve the issueabout graduate’s job, but also they should pay more attention to various problems caused bygraduate’s job, which have impacts on stability of the harmonious society. Fundamentallyspeaking, to boost employment of graduates is a vital measure to promote stability anddevelopment of harmonious society. This paper sums up the main reason why it’s hard to find a jobfor a graduate student and government employment policies and its effect at this stage byinvestigation and researching, then the absence of government’s responsibility to promote obtainemployment is analyzed, compares the policies and measures of the major developed countries andpointes out the common denominators. Finally it summarizes the responsibility and vision of thegovernment to promote the employment rate of university students from three aspects:transforming government’s functions, perfecting the policy mechanism and broadening thechannels of employment This paper is helpful and practical for our governments’ decision as areference. |
