High school education is part of the education system in China, high school teachers’ work is hard, at the same time bear pressure from students, schools, social aspects, protect the rights of high school teachers’ continuing education training is particularly important.This paper around our country high school teachers training rights problem puts forward three research topics:the right to the current high school teachers training security is the main problem? High school teachers training in the protection of the rights what are the causes of problems? High school teachers training how to protection of the rights? These three constitute the research issues in this paper, study the main line.First of all, this paper uses the questionnaire survey and in-depth interviews for training high school teachers combination of rights situation has carried on the investigation and study. Through interview and questionnaire survey found that at present our country high school teachers training problems existing in the protection of the rights are:teachers’ refresher training rights concept fuzzy, defects of rights of teachers training, teachers’ refresher training rights inequality, lack of teachers to attend refresher training of independent choice.Next, this article from the macro, meso and micro three dimension for high school teachers training rights aspects analyzes the causes of the problem:at the macro level, the laws and regulations lag, lack of supporting policies, teachers’ right to relief system is imperfect, refresher training funding shortage makes it hard for teacher’s refresher training rights guaranteed. In meso level, the lack of school-based training, training institutions, lack of supervision on quality of high school teachers training rights in reality becomes difficult. At the micro level, the high school teachers’ rights protection consciousness, lack of professional self-development capacity is the the main reason for the refresher training rights can not get full guarantee. On the basis of the above research, the paper from three aspects:system, organization and individual put forward a series of security measures. This article suggested:to definite legal responsibility to ensure that the funds in place; Improve the teachers’ right to appeal and relief system; Try to establish teacher training vouchers; Build effective school-based training; Attaches great importance to the training the ability of training institutions and training institutions for the construction of the teachers; Strengthen the teachers’ self consciousness.
