Research On The Formation Of Statutes In Local Colleges And Universities

Establishing modern university system has become the inevitable trend of the development of China’s higher education reform and is the key to break the plight of the development of higher education we, at the same time the articles of association of the university is the key to the modern university system, the local colleges and universities as the main part of higher education system, is the main force of push forward construction of the articles of association of the university, so shortly through the implementation of the 《Interim measures for the articles of association of the institutions of higher learning set》, and combining the current situation of the articles of association of the international experience for reference and the local colleges and universities and the analysis of samples, thus suggest perfecting local university set in the articles of association is important theoretical and realistic significance.This paper is divided into seven charters:The first charter is a fundamental part focusing primarily on the research background, research methods and research significance and so on; in the second chapter, a literature review of the university statutes is made. Through a review of literatures about university statutes and statutes in the local university and college, this chapter lays a foundation for the study of this paper. In the third chapter, this paper makes studies on the university statutes from a historical perspective. In this chapter, the author makes studies on the origin and the development of the university statutes. Moreover, the historical experience gained from the statutes in the Cornell University and the historical roles the university statutes play are also analyzed. The fourth chapter analyzes and evaluates the Interim Measures for Drafting Statutes in Colleges and Universities. A comprehensive interpretation and analysis of the national policy can enable the author to put forward more practical suggestions for formulating statutes in local universities and colleges. In the fifth chapter, the current situation and problems existing in the formation of university statutes are analyzed. Based on an analysis of the current situation of the formation of university statutes, problems are recognized. In the sixth chapter, the author gives some suggestion for improving the statutes in local universities and colleges in terms of the following three aspects:the main body to formulate statutes, the procedure to draft statutes and contents in the statutes.
