The Curriculum is the major means to achieve the goal of education, yet a changing concept, which reflects upon requirements of school education of different era. The question then arises of how curriculum reform in each country should do to cater for the needs of their own country, and to meet the challenges of the times? In the United Kingdom, for example, the implementation of the National Curriculum have been considered as a great leap forward and a huge breakthrough from its tradition of individualized curriculum. The fundamental task of the reform is to promote educational equality and equity in educational provision.First of all, the history of the National Curriculum practice and theoretical research have been elaborated in this article, and analysed the foundation roles of the two during the preparation process of the National Curriculum; Secondly, author dissected the legal instrument of the National Curriculum based on the analysis of the above, about the connotation and denotation of the National Curriculum has carried on the thorough discussion; Finally, author sumed up the pros and cons of the National Curriculum by way of contrast, and we can draw upon the UK case to benefit our curriculum reform, just as the Chinese proverb goes’Stones from other hills may serve to polish jade’. First of all we should make a thorough investigation of what have been challenged in the face of educational globalization or what has gone wrong with our current curriculum planning; secondly we should establish a general curriculum theory that would underpin the practice, including reform; thirdly any newly revised curriculum should not run against the context as well as shared laws of educational practice, and this can only be achieved through formative assessments that involve viewpoints from teachers, students, and parents.
