Entering the new century, the leap development of global economy and unprecedented change make the social demand for talent is also different.Creativity and innovation skills,problem solving skills and global awareness abilities become the important indicators of talent for countries around the world. And how to help students to master these skills turn into the most important problem that the countries and international organizations focus on at present.To compete and win in the21st century, today’s students must master new knowledge and skills.Fully aware of this importance, the Partnership for21st Century Skills was established under the auspices of the federal ministry of education in2002.The establishment of this organization marked the United States increased attention to the cultivation of talents in the21st century.The organization integrated the the21st century essential skills of primary and secondary school students,released the21st Century Skills Framework for21st Century Learning,bring together the business community,education leaders and policymakers to define a powerful vision for21st century education to ensure every child’s success as citizens and workers in the21st century,and advocated to incorporate the21st century skills into the teaching of core academic subjects in American elementary and secondary schools,in order to strengthen the cultivation of the21st century skills.In March2007,the Partnership released the newly revised version of the Framework,which clearly and widely described the21st Century skills and their relationships. It presented the support systems that are needed to produce these outcomes.The new Framework based on scientific theory and was practical operability. Under its guidance, the sixteen joined states carried out the21st Century Skills Program effectively.This program is a new education reform plan in the United States basic education field.This paper attempts to make a systematic research and introduction on the21st Century Skills Program of American elementary and secondary schools,understand its background,specific implementation process, achievements and the deficiencies and combine its relatively rich experience and the actual situation in our country,in order to provide reference and revelation for quality education reform of elementary and middle schools in our country.
