One of the purposes of the basic education curriculum reform is to improve the ability of propose and solve problems, which is the student development requirements. Cultivating the ability of these two aspects can help the students to enhance the awareness of innovation and creative thinking, and help the students form a good cognitive structures, and also can contribute to the ability of independent learning mathematics. Based on the investigation of the high school students, summarizing that the high school students math question psychological process:context awareness, situation analysis, proposing questions, evaluation questions and selected questions. The psychological processes of problem solving can divide into:understanding the problem, analyze the problem, the results of this analysis are described by mathematical language, recalling the problem. Summed up the high school students from four ways for math problems:basic knowledge, problem-solving process, real-life, subjects contaction. Teachers can use to change the property law, generalized method, induction, analogy and so on to guide the students to propose problem, and to encourage students propose problem from their own the mistakes of problem-solving. Sorting out the strategies for solving problems in the process of solving mathematical problems:module search, bidirectional inference, generalization and specialization, transformation. Giving some teaching suggestions that how the teachers to train students the ability to propose problem and solve problem.
