In the background of advancement of a new socialist countryside and"integration of urban and rural areas, urbanization of rural outskirts, modernizationof agriculture and citizenization of farmers", Shanghai suburban rural moderndistance education system was established in2003led by Shanghai MunicipalAgricultural Committee, with the participation of five departments: ShanghaiEducation Commission, Shanghai Information Committee, Shanghai WomensFederation and Shanghai Municipal Bureau of Agriculture and Forestry. The missionof the project is to implement large scale training to the suburban farmers with thehelp of integration and utilization of first-class education resources by a distanceeducation platform covering the whole city, to completely enhance the quality ofsuburban work forces.However, the eight-year-operation of distance education isntgoing smoothly. Especially, recently less and less effective utilization appears indistance education. The role of distance education in the training of farmers cannotbe reflected. Especially when the distance education is extended to villages, coveringa wide area and gaining a higher social influence, the problems are gradually exposed.For example, management system becomes complicated, operation difficultyincreases gradually, the farmers demand cant be met greatly. Thus, presently,distance education in the training of farmers has been ignored and forgotten.In orderto discover problems and solve the problems deeply, through literature review,questionnaire survey and on-site interview, the paper makes an analysis on thecurrent situation of farmers distance education in Shanghai. Through the analysis ofthe corresponding data, we have found some main objective and subjecitve reasons:①Organized distance education training is widely welcomed by farmers;②Thetremendous mobility of management personnel results in low utilization rate ofequipment;③Management chaos are caused by multiple input of importantresource;④The content of distance education is not related to the need offarmers;⑤Distance education training lacks interaction and the limitations ofdistance education media resources are very obvious. Coping with these serious problems, The writer carefully analyses these datas and works out some strategies.For example, to develop the training should be carried out in a planned andpurposeful, organized way;Establishing strict rules and regulations to ensure that thetraining is carried out smoothly;We should scientifically choose the content for thetraining and implement the training in the form of“projects”;The form of trainingshould be flexible and varied;we should make the farmer understand distanceeducation detailedly by intensifying propaganda:We should increase the intensity ofinvestment as well as take some measures to make sure the training is carried outeffectively;We should canclel the satellite transmission mode to carry out remoteeducation step by step;With the help of distance education carried out by themunicipal Party Committee Organization Party for grass-roots party members, weshould gradually help the distance education come into farmers home in Shanghaisuburb areas;In addition, we should make more and better education resources forthe farmers. Hoping that through the research, the distance education may still playan important role in farmers training, and make more contributions to the training ofnew farmers.
