The youth will deeply affect the society in stability and development within10years. Due to the particularity and vulnerability of the group, they are mostvulnerable to the impact of the current state of society, a variety of social problemswhich caused by social development are reflected in them. Face up to the badbehavior has been formed of these young people, families, schools andcommunities are powerless. Work-study schools become the last line of defense tosave these "lost" young people, but the system research of work-study schools isignored. Work-study schools play an irreplaceable role in youth work system. China’swork-study schools developed in exploration, coexistence of experience and lessons.The current research is lack of systematic combing and analysis of the developmentand problems of work-study schools especially lack of theoretical analysis on existingproblems. In this paper, research perspective is the social policy; I put forward thefuture development model and policy of work-study schools by analyzing existingpolicy documents and problems caused by these policies. I suggest the main body ofpolicy should be changed from single to multivariate, the object of policy should bechanged from fuzzy to distinct, the objective of policy should be changed form"social effects" to "the development of work-study students, the instrument of policyshould be changed from mandatory to democracy, the resource of policy should bechanged from scarce to rich.
