With the speeding up of population’s aging, the absolute number of working-agepopulation began to decline for the first time in2012, the group of old people has abigger proportion, and the social endowment burden also increase accordingly. As theincreasing of number of elderly population, the longer time educated, the delaying ofworking people forcing to the labor market, as well as the reduction in the number ofworking-age population, the entire social endowment burden grow faster.Because of the advantage from the population age-structure, China’s"demographic dividend" window will close around the year of2025. In order topromote economic growth further, the development and utilization on the humanresources of the old-younger people’s is very important. Taking care of the“demographic dividend” of older-young people is helpful to improve the social laborparticipation rate, reduce social endowment burden, and continue to create a goodlabor’s structure situation for economic development.At the same time, the level of social security is low in our country. The currentsocial security policy orient to “ensuring the basic need and widening the coverage ",and it causes the low level of the personal pension level and the weak protectionability for old people, and the social old-age security fund operation has sustainablerisks and difficulties. The old-younger people continuing to participate in social labormake contribution to improve their own income and the ability of supportingthemselves, it also can create huge economic and social value for our country. Besides,the old-younger people in towns of our country has the labor ability and the strongpreference to working, so they continuing to participate in social labor is helpful toachieve the goal of "teaching". Finally, using the "demographic dividend" of theold-younger people is beneficial to ease the negative effect on the economicdevelopment because of the ending of "demographic dividend", and prevent theformation of the "middle-income trap".The author selected the old-younger people as the research object, defined the“old-younger people” and “the old-younger people’s ‘demographic dividend’”, andthen analyzed the group’s basic characteristics in towns of our country in amultidisciplinary perspective. On this basis, this paper focuses the research groupon60-64year-old people, and the group priority to have good health, work preferences,and engage in intellectual labor.This paper summarized the experience of developing the old-younger people’shuman resource from several typical countries that having entered the aging society,and combined with the actual situation of our country, discussed the approach to makefull use of their "demographic dividend" in towns of our country. Through thecomparative analysis to the approaches, the author selected an suitable approach forour country, and reforming the current statutory retirement age system to elasticretirement system is inevitable.
