Logistics Socialization Reform about Colleges and Universities is animportant aspect of deepening the Colleges and Universities’ reform. Itis appeared at the background of overcoming the "bottlenecks" to speedup training, to promote the development of higher education.In this paper, mainly use literature, interviews, comparativeanalysis, systems analysis and other research methods. Firstly, trace thetheories of reform the college logistic and then sort out the relevantliterature of Logistics Socialization Reform’ Mode and content about boththe domestic and foreign Colleges and Universities. Secondly, design thesuitable Logistics Socialization Reform’ Mode in RiZhao depends on theexisting models and their advantages and disadvantages learned from theresearch and interviews in RiZhao, the experience learned from Westerncountries. Finally, research the probably problems in implementation ofthe Colleges and Universities reform program and design related measuresto ensure its effective implementation.Specifically, the paper is divided into eight parts, each part willbe outlined as follows:The first part is foreword. This study describes the background andresearch purposes, domestic and foreign University Logistics Research andreform developments, the main contents of this article and researchmethods, and that the corresponding innovation and maybe inadequate.The second part is the basic principle of University Logistics.University Logistics formation theories include: theory of public goods,higher education theory and the theory of specialization; UniversityLogistics development theory, including: market economics, economictheory of property rights and the new public management theory.The third part is the experience of university logistics learning fromthe Western developed countries. At first, the author makes a briefdescription and analysis of the University Logistics model in five Western countries, those are United States, Germany, Japan, France, and the UnitedKingdom. Then the author sums up the experience worthy of our learningas four points: to format the main bodies of university logistics servicesunder a high degree of market-oriented, government and universities arein the clarity position and playing the right role, the universitylogistical services’ operations just like the enterprise, wideparticipation of the university students.The forth part is the status and problems of Logistics SocializationReform Plan about Colleges and Universities in RiZhao. The current reformof the logistic model about Colleges and Universities in RiZhao mainlyincludes, Shandong Institute of Physical Education University model andthe Colleges and Universities’ City mode in RiZhao, through the analysisof university reform of the logistic model, the present main problems are:the role of government is not leading full, ownership of universitylogistics property rights are not clearly defined, the existing logisticsassets can not be clearly account, human resources is inadequate inlogistics entities, a shortage of funds in logistics entities.The fifth part is the design of the college logistic reform model inRiZhao. Firstly, locate the reform objectives of University Logisticsmodel in RiZhao; secondly, select "Regional Group co-development model"for the college logistic model of development in RiZhao; and finally builda protection system for "regional groups of the joint development model".The sixth part analyzed the probably problems in implementation ofthe Colleges and Universities reform program: logistical resources is notintegration easily, the evaluation and mechanism of conversion ofproperty right are not easy to clear, the integration and segregation offormer staff is not easy to order, service standards and service pricingis not easy to standardize, the path to form Logistics Group is not easyto normalization, University Logistics Group business is easy monopoly,logistics management of the Group is easy to corrupt.The seventh part is the measures to guarantee the effectiveimplementation of Logistics Socialization Reform Plan about Colleges andUniversities in RiZhao. Including the promotion program for establishinguniversity Logistics Group: to create an atmosphere of format the Logistics Group, to make out the logistics property ownership laws,regulations and standards of service and logistics group pricing measures;measures to strong the dominant position of university logistics groupin RiZhao are: the implementation of logistical resources sharing systemand implement the performance of paying system; the measures to enforcethe University Logistics Group are: the implementation of servicesatisfaction evaluation system and rigorously enforce the management ofthe tenure system, establish the supervision and reporting prize system.The eighth part is the closing remarks.
