In the late1980s, the United States set off a huge wave of curriculum reform of basic education. The core ideology of this reform is real education and capacity-education. And finally it results in a series of curriculum evaluation achievements, of which the authentic assessment is the most representative. Throughout the whole reform, its essence is the reform of the curriculum evaluation. Thus it can be seen that evaluation plays a vital role in contemporary basic education curriculum. Physical education curriculum reform in China is currently kept in a crucial period. Curriculum evaluation researches and practices emerge in endlessly, while the quality varies greatly, which greatly hindered the further development of the curriculum reform. From the evaluation perspective, the newly published physical education curriculum specifies the content of the academic achievement evaluation of students at different levels. And evaluation of student performance also requires a "measurement benchmark"-the evaluation criteria. The topic of this paper which combines the evaluation of content and the evaluation criteria is-the rubric.Being aimed at the lack of evaluation tool in current physical education curriculum as well as combining with the wide universal basketball programs, the author has developed a simple yet effective evaluation rubric of basketball performance by using action research. First, with the method of literature reviewing, the author collects a great deal of information related to evaluation rubric, and reviews the the basic theory of definition of evaluation rubric, the development process, types and functions as well as general development program. By using of interviews, mind storms and other methods combining with teaching practice, the author then develops a set of High School Basketball evaluation rubric and renders the entire development procedures and processes. Finally, the reliability and validity of the rubric is tested. The purpose of this study is to provide an effective and specific evaluation tool for the evaluation of the basketball course, and to provide an example for the first-line physical education teachers to develop assessment tools. It also provides reference data for the evaluation and development of other sports and contributes to the theory of physical education curriculum evaluation. Meanwhile, It is hoped that the research methods by which this study shows could inspire physical education teachers in future teaching and research, and promote the development of their professional ability to a certain extent.
