A Study On Construction For Responsibility-oriented Maritime With The Contemporary Public Administration Theories

This paper aims to study the measures for constructing a responsibility-oriented MSA in China.Construction of responsibility-oriented MSA is an important content of construction of "Four Type MSA "."Four Type MSA " is put forward by CHINA MSA,which is in accordance with state of the overall requirements of deepening the reform of administrative system and in order to adapt to the transformation of China’s economic and social development. Construction of responsibility-oriented MSA is the specific part of construction of responsibility-oriented government in Marine (Water)public administration,which is the inner base of maritime system development mode shift from scale expansion to connotation and the inevitable requirement of comprehensive performance in transitional and developing maritime system.In the paper, the writer analyzed the current situation of the responsible government in our country, the current situation of responsibility-oriented MSA, the domestic and international maritime management models using relevant public administration theories and methods. Based on the above analysis, the writer pointed out that, under the background of the construction of responsible government in our country, responsibility-oriented MSA construction has made significant achievements, but because starts late and the inherent cause, there are some problem that nots allow to ignore, such as lack of marine supervision mechanism, marine laws is not vary sound, function Orientation of marine is not clear, responsibility idea and ability there is still a gap and so on.Construction of responsibility-oriented MSA is a systematic, long-term, complex work. the writer pointed out that the maritime system, giving full play to the subjective initiative, keeping self-improvement, improving performance ability is the key for responsibility-oriented MSA construction. In fully draw lessons from the domestic and international experience and the advanced idea of contemporary public management theory. The paper discusses the maritime administration department on how to promote the construction of a responsible public management under the background of transitional and developing maritime system.
