A country of mature theoretical system of human rights, not only to absorb the introduction of international advanced ideas, at the same time should also be based on the local culture. Our country in the development history of several thousand years have left many bright minds, these thoughts left a deep cultural imprint on us. Both from the historical and social sight to understand and integrate their ideas of human rights, is an effective supplement to the theory of relativity of human rights. Only the relativity and universality of human rights been merged on together, can we promote the rapid development of the human rights. Now that we are going to study human rights theory based on local resource, requires that we have a full understanding of our country’s human rights thought. This paper done according to the time sequence, which modern human rights thought in China produced and changed to the process of description, trying to restore the real appearance of generation and development of human rights in modern China more than one hundred years ago for the reader. Since the efforts made by Chinese people to promote the development of the cause of human rights in our country in modern age of China has become the Chinese nation excellent culture heritage, these factors profoundly affected our attitude on our life, world outlook, values, become the deep factors of guide our behavior. We often found that history is so strikingly similar, so that today we have encountered the same difficulties in many years ago, great thinkers have give us the corresponding answers, even become the pioneer in practice. Look back on the history, we may through the study of our country’s human rights thought, the precipitation can be found in the history of the window, and then improve the current theory of human rights.
