Under the proposition of social governance，community governance as the most basic unit of governance， plays more and moresignificant role. Community governance research in our country have developed tenyears， but it was only in theoretical exploration， and there is no research results toguide the real problem， Especially with the further development of economicsociety， the modern city community governance and the research and development ofthe urban community governance is more urgent.Based on the basis of the modern city community concept， with "communityunder construction "for Hejing Fenghui in Xiangcheng district community， focus onthe community， district for more than2years of activism， for community underconstruction combing and analyzing all sorts of chaos， in the Chinese characteristicand the perspective of multi-center of double center governance，in order to get aneffective path of community governance.
