Research On The Legal Supervision Of China’s Intermediary Agents For Study Abroad

After joining the WTO, our students have an even broader platform and a new "study tide" has spawned. Studying abroad has become a new fashion trend and large numbers of students pass across the sea to study in a foreign country in search of better education opportunities each year. Intermediary agents for study abroad play a important role in providing professional consulting and offer convenient services. The market of student abroad is growing rapidly at the same time, study abroad agencies also becomes the best of beneficiaries. In2013, the number of students who studying abroad has reach to450,000people in China. Study abroad agencies market share is as high as9billion dollars, has grown by15%-20%. But at the same time, complaints for study abroad agency are up and market satisfaction is also low. Although our country has stepped up supervision of study abroad agencies, introduced relevant laws and regulations, even increased early warning for study abroad agencies and published information on studying abroad in the education of foreign regulatory online, There is still a lot of questions have not been resolved. Thus,this paper through analyzing the study abroad agencies, the regulatory status quo and existing problem, then put forward proposals for perfecting the legal supervision of study abroad agency. This paper is divided into four parts:The First part of the paper is an overview of study abroad Agency. Giving the definition of agents and interpretation of the legal status and identity of the study abroad agency, then analyze the need for legal regulation of Intermediary agents for study abroad.The Second part is about the legislative status quo of China’s regulatory agency. It studies China’s legislative status of Intermediary’s supervision; agents regulatory body sets, as well as demonstrate of intermediaries regulator’s achievements.The Third part of the paper is about problems in the intermediary’s supervision. It described the crackdown on these four problems in study abroad Agency, mostly from agent’s supervision laws and regulations, regulatory body, qualification.The fourth part of this paper is about some suggestion to perfect legal supervision of Intermediary agents for study abroad based on the integrated sections of content before, the problems of Intermediary agents for study abroad and the actually situation in China.
