As two different managing systems, level-level management and top-down management played significant role in the function of administrative enforcement, protection of the civil rights, and adjustment of intergovernmental relations. So far, numerous provincial departments implemented the top-down management, including administrations for industry and commerce, administrations for quality supervision, administrations for local taxation and land departments. At the early stage of top-down management, it played a positive role in the terms of maintaining a dynamic balance of government power and resources at all levels, containing local protectionism, guaranteeing the government decrees implemented without disruptions, establishing an unified and ordered market. However, with situation changed, some challenges of top-down management system appeared, including the anomie of the relationship between top-down management departments and local government, the departure from the actual effect from the designed goal of the top-down management system, the collusion of department interests and local interests, and frequent rent seeking and abuse. Especially, excessive government departments that took the form of top-down management not only disrupted the original government organization structure, but also affected the functional integrity of the root-level governments which will affected the establishment of responsible government.The3rd Plenary Session of the18th CPC Central Committee published Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform, which states the overall goal of deepening the reform comprehensively is to improve and develop socialism with Chinese characteristics, and to promote the modernization of the national governance system and capacity. There are several new requirements on the reform of the administration system, and the direction to improve governance is pointed out. In order to Guarantee the smooth implementation of government decisions, overcome the interferences of local protectionism on administrative enforcement and improve efficiency, the designers could not stick on the top-down management. The only way to achieve the goal is to promote the modernization of the national governance system and capacity. So the framework of this article based on the "good governance" theory. With top-down management system shifted to the level-level management system, this article introduces the production and the development path of two system, analyzes the problems occurred in the top-down management system under provincial level in practice and the negative effect on the grassroots government. This article analyzes the actual condition of carrying out level-level management system from the aspects of policy, economy, administration system and the practice of adjustment, and demonstrates the feasibility of implementing level-level management among the administration for industry and commerce, and administration for quality supervision both in theory and in practice, which is based on a large amount of data and information. At the same time, combining the basic situation of the administrative institutional reform and the basic elements of "good governance" theory, this article demonstrates the path design from top-down management into the level-level management in the terms of rational division of provincial government and root-level government authorities, which will leads to the matching of financial resources and routine power, participation of civil and social organizations, establish a "endogenous governance" mode, to form the mechanism of transparent information acquisition, and carry out the side reforms intensively.
