On The Reform And Improvement Of People 's Jury System

People’s jury system in our country as a developing socialist democracy, an important means of citizen’s political participation, contact the masses of the people’s court is the best bridge and the link, and play an important role in the judicial practice. But at the same time, people’s jury system in the process of actual operation also highlights the shortcomings, weaken the universality and the representative of public opinion, give full play to restricting the core value of the universal. Construction of the legal system of socialism with Chinese characteristics, developing socialist judicial democracy, promote socialist judicial popular, objectively requires us to reform, development and improvement of the people’s jury system with Chinese characteristics. This article is on the basis of empirical analysis, with a level city as sample, the nearly three years of the people’s jury system’s overall operation and basic social evaluation situation to carry on the investigation and study, the actual operation situation of the detailed analysis of the\"digital\", reveals its value orientation, personnel selection and than3main problems of the respect such as case, and deeply analysised the causes of the problem. On this basis, starting from the reality in our country judicial conditions, people, draw lessons from foreign jury system advantages, abandon its shortcomings, to fully embody and play the judicial popular value system as the core and the main line, from the innovation and improve the selection mechanism, the extraction mechanism, the mechanism of the collegial panel hearing, withdrawal system, organization guarantee mechanism, public opinion communication mechanism and so on a targeted proposed on how to reform and development of its own ideas of the people’s jury system with Chinese characteristics.
