Research Of Lujiang County Outflow Population Management

Eighteen report clearly pointed out the need to improve and innovative floating population and special crowd management services; December2013meeting of the Central Working Conference urbanization is the first meeting of the central working conference of urbanization since the reform and opening up. The meeting stressed that the essence of the human modernization and solving these problems is the key work of the new urbanization. Migration is an important indicator of economic and social development and the inevitable result and trend of urbanization. Especially since the reform and opening up, China in many areas of the economy and society has undergone tremendous changes. Because of the rapid economic development, the majority of people’s living standards have markedly improved, and production gradually industrialized transition, there has been a large number of rural surplus labor. Our reform reduce the bound to people, so population movements become more autonomy, while the economic development bringing the deep-seated change of people’s ideas and lifestyles.People’s strong active flow will, coupled with increasingly well-developed transport and communications, create the necessary conditions for population mobility.Lujiang County now is still in the initial acceleration phase. As the most populous county, Lujiang County is a high quality labor market, and most of the people choose to go out. In recent years, the size of outflow population becomes larger and larger, but because of the differences in the level of economic, social, cultural and lifestyle, the Lujiang county outflow population faces many problems and difficulties. Relying solely on the inflow government cannot solve all these problems, Lujiang County Local Government has given high priority in the provision of public services required for the outflow of the population.Therefore, the study of outflow people of Lujiang County has a positive significance. This paper summarizes the characteristics of outflow population of Lujiang County and the management and services of outflow population, and analysis problems,such as the lack of scientific guidance and overall planning, policy making is not yet perfect, the functions of the government department cooperation, responsibility division of labor is not clear enough and the outflow of population problems such as lack of vocational training. Then it summed up in the thought idea, the coordination mechanism, and the institutional factors on three levels. Through Siyang county of Jiangsu province, QiChun county of Hubei province, and Tiandeng county of guangxi province, it studies on the model of flowing population management, and provides countermeasures for LuJiang, To update the concept, pride the outflow of population more security service, strengthen the training of flowing population and the cooperation between government departments, we expect to encourage outflows population home by optimizing service and contribute for the development of their hometown.
