Land resources have been nearly exhaust,the vast sea has gradually become the new target of the international economic development.Human exploitation leads the marine environment to a gradual increase of pressure, marineenvironmental pollution problem has become a common problem facing the internationalcommunity. To solve the pollution of the marine environment rely on the efforts of a singlecountry is not enough.
