Juvenile crime refers to a crime committed by a person who has reached the ageof14but not the age of18. The cognizance of criminal responsibility for juvenilesusually uses the principle of "three control". It is necessary to adopt boneidentification method to determine the true age. Juvenile crime has its owncharacteristics, such as joint crime, obvious violent tendency and weak legalconsciousness, etc.The exterior factors caused juvenile crime are the gap between the rich and thepoor in the social economic development widening differences between beneficiaryand laggard and the imbalanced distribution of social wealth affecting the growth ofjuveniles. The pressure of social employment makes juveniles face more severedifficulties. As unemployed idle persons wandering in the streets, they become thethreat of social public security. In the view of social psychological reasons, juvenileslack of comprehensive and independent ability to judge social affairs due to theirimmature psychological development. They often use their own understanding totreat social affairs, so it is easy to get into a crisis. In terms of social cultural reasons,first of all, the use and abuse of international Internet plays an important role.Secondly, it is the chaotic situations of the film and its various media carrier. The lastis the managerial chaos of books and magazines’ market. Above all, the juveniles’growth are influenced by contacting with all kinds of bad and even harmfulinformation from the social cultural markets. Therefore, it will affect their behaviorsand lead to the occurrence of crime.The interior factor caused juvenile crime is the family. The juveniles’ behaviorin the future will reflect their family influence. In addition to the family reasons, thereare obvious personal reasons. A person’s behavior is closely related to theirpsychological activity and knowledge level. Both the rebellious characteristic andself-abandonment also are the important reasons to cause juveniles’ illegal behavior.In order to reduce and prevent the juvenile crime, the author thinks that it isnecessary to manage comprehensively the environment of juveniles’ school district. It should control cultural market through the relevant administrative methods to reducethe negative effects on the juveniles. It also needs to solve the social problem aboutjuvenile crime through increasing juveniles’ capacity for responsibility.
