| Core legal relationship is the relationship between power and right, the ultimate goalis that the legal norms enacted to protect the rights, limit the power. The purpose of thepublic security organs set the right inventory is to protect the rights of citizens fromunlawful infringement, not to infringe on the rights of citizens or interfere with the lives ofcitizens. In particular, citizens can not have a "criminal record" tab citizens on the groundsof inventory. Using analytical methods of jurisprudence actual enforcement of the publicsecurity organs in the process of appearing "criminal record inventory" phenomenon toanalyze and find the path to solve this problem.
