With the development of civil society and the administrative democracy,governance rule instead become the inevitable choice of political development, theautonomy as one of the most important way of governance adopted by countries, inJapan, of course, is no exception."Autonomy" has been the human pursuit of the ideal political pattern, especiallyin recent years, the civil society, the development of administrative democracy,replace the rule with governance become the inevitable trend of the development ofthe national political autonomy become one of the essential way of governance, theworld’s advanced countries have reached a higher level, will inevitably become thefocus of theory and practice research in China.Japan since the end of the second world war have been discussing the conceptof wide-area administrative and its feasibility. In recent years, due to the developmentof the traffic system, the methods of communication, People’s Daily life rangeexpanded significantly. At the same time, along with the diversification of people’svalues and way of life change, people creating diversified administrative requirements.After a long period of exploration practice, Japan has formed a unique wide-areaadministrative system.In the process of writing papers, and strive to do systemic process of thedevelopment of Japanese local autonomy system is discussed. This research is dividedinto four parts: the first part is the introduction, introduced the selected topicbackground, and from two aspects of academic value and application value of thispaper introduces the significance of this research topic. Followed by the analysis ofresearch status both at home and abroad, and finally introduces the research methodsof this study. The second part namely chapter one, introduction to the theory of localautonomy in Japan, this chapter on the basis of this paper expounds the concept oflocal autonomy, introduces the Japanese local autonomy system theory. The third partnamely chapter2, development and characteristics of Japanese local autonomy, first of all, from the place where the early Meiji restoration system of local autonomy andthe post-war democratic reform and new development two aspects introduces thedeveloping course of modern Japanese local autonomy, and then illustrates thediversity and the characteristics of the local autonomy of Japanese local autonomy,finally made a evaluation of Japanese local autonomy. The fourth part is the thirdchapter, the role and influence of Japanese local autonomy, First expounded thereason of implementing decentralisation in Japan, and then introduces the role ofJapanese local autonomy system, in the final analysis the influence of Japanese localautonomy.
