Public officers’ economic crime not only brings significant economic lossesto the state, but also erodes the party’s ruling foundation. Since the18thNational People’s Congress,a large number of officials have been punished, thatfurther reveals thedetermination of China to crack down on economiccrime.However, in China, the existence of many inhibitors, such assystemobstacles, theories obstacles, concepts obstacles and technical obstacles,makes the Family Property Declaration System difficult to implement in theshort term. And the universality of cash transactions as well as bribery by goodsalso makes the monitoring Public officers’ economic crime have a big gap,justrelies on anti-money laundering monitoring technology. Atthe same time,problems of that institution of accepting reports is unclear, reporting procedureis not perfect as well as the regulations of protecting whistleblowers areimperfect,make the Reporting system not play an important role in monitoringPublic officers’ economic crime.Therefore, seeking a suitable way to monitorPublic officers’ economic crime is imperative.Starting from the anomaly characteristics of Public officers’ families, theidea with families as basic monitoring unit and inspecting from income andconsumption is proposed in this paper. Then the monitoring mode is establishedand effective policy recommendations are also put forward. The main researchcontent is as follows:(1)Through typical case analysis, this paper explore the abnormalcharacteristics of economic crime public officers from the bank account,psychology, consumption, Social interaction and work five aspects and theabnormal consumption characteristics are analyzed in focus.(2)Based on overall anomaly characteristics, the monitoring indexsystem of Public officers’ economic crime is established. First, indexes arequantifiedby expert grading and the weights of indexes are designed byhierarchical analysis; Secondly, the applicability of the indicators are validated with three cases.(3)Based on abnormal consumption characteristics, models to monitorPublic officers’ economic crime are established. First, The approach with publicofficers’ families as units and inspecting from two main threads, income andconsumption, is proposed in this paper; Secondly, Combining accountmonitoring and consumption monitoring, three monitoring criteria areformulated from the aspects of income, consumption direction andexpend-amount.(4)The feasibility of this monitoring method is validated throughsimulation. First of all, income, consumption and other monitoring dates aregenerated through simulation experiment; Secondly, using the extended linearexpenditure model, the threshold of the principles are determined; Third, inorder to evaluate the monitoring result two indicators, the rate of false positivesand the rate of non-response, are established.Finally, based on the monitoring point of view, from the propertydeclaration system, reporting channels and report form,suggestions to curbPublic officers’ economic crime are proposed in the paper.
