The Chinese government has been implementing the one-child policy--one couple one child in the country since the early eighty’s of last century, which on one hand controls the quantity of population and Significantly improves the quality of the population and On the other hand, the structure of the joint family home turns into a family of three nuclear family structure, one-child families become mainstream form of society. but with the increasingly large number of one-child families, the risk faced by the one-child families have become increasingly prominent, the various risks in the society lead to children suffering from disease or suffered an accident, making the premature death of their one-child, inflicting fatal blow, the loss of one-child families is such a special group of socially disadvantaged groups. Recently these people have come to the attention of the public. Losing their one-child and having no opportunity to give birth again, they suffer both physical and mental torture all the time. The loss of one-child families to the economic development of the country gave themselves up. With the loss of single parents increasingly getting older, the loss of one-child families pension service problems should become one of China’s current social issues of great concern. In the background of home care, how to ensure happiness in their later life by the means of pension service deserves our research.This paper discusses pension service problems of the loss of one-child families from six different parts. The first part introduces the background, significance, definitions of key concepts, research methods and approaches, summarizing research scholars at home and abroad. The second part consists of welfare pluralism theory, Maslow’s hierarchy of needs theory and social support theory, making up theoretical foundations of this paper. On the basis of case survey of and case interview with the loss of one-child families in Changsha, the third part analyses the difficulties in pension service for the loss of one-child families in detail. The fourth part explores the main causes which have a bad effect on the pension service for the loss of one-child families, with the purpose of getting a whole picture of the problems of pension service for the loss of one-child families and putting forward specific countermeasures. Combining policy with current situation, the fifth part focuses on theoretical construction of the system of elderly care service, and attempts to make clear the particularity and necessity of resolving problems in pension service for the loss of one-child families and promotes pension service level for the loss of one-child families. The sixth part gives a summary of the research results and points out both deficiency of this paper.
