Ireland, as a member of the EU member states, inherits the British civil service system, but it has something different from the Britain, France, Germany and other countries civil service system. Top level civil servant appointment system in Ireland is the most characteristic one among all the civil service system. The top level civil servant in Ireland is referring to the highest two level-Secretary General and Assistant Secretary. Top level civil servant appointment system in Ireland is completely different from traditional merit system in western countries and American, in that it is carried out by means of open competitive examinations (three open competitive interviews). This makes top level civil servant appointment system in Ireland have its own characteristics. The form of open competitive examination is similar to open selection of leading cadres’ in China becomes the reason to do more research on it. That is why the author has chosen the thesis.On the basis of first-handed Irish government literature, this thesis discusses the institutional background of top level civil servant appointment system in Ireland, the situation of top level civil servant appointment system in Ireland, the characteristics of top level civil servant appointment system in Ireland, and then puts forward some valuable factors, references and guidance to improve leading cadres’ selecting and appointing system in China.This thesis includes five chapters. Each chapter has something to do with top level civil servant appointment system in Ireland. The first chapter is an introduction, which describes the study of the origin, research, and research methods of top level civil servant appointment system in Ireland. The second chapter talks about institutional background of top level civil servant appointment system in Ireland, which is mainly about the Irish government system and personnel administration system, including classification and all the levels of Irish civil servant, personnel administration system in Ireland, the basic mode of civil service recruiting in Ireland. The third chapter is concerned with the situation of top level civil servant appointment system in Ireland, the Irish senior civil servants involved in the selecting system, including selecting subjects, the eligibility and qualification, the selecting criterion, the selecting and appointing process. The fourth chapter is about the characteristics of top level civil servant appointment system in Ireland, mainly related to the open and competitive selecting form, perfect qualifications and competency models, the independent selecting body, and the unhindered feedback mechanism. The fifth chapter is to put forward the improvement that leading cadres’ selecting and appointing in China should make, which are strengthening the organization and leadership of leading cadres, establishing perfect competency models of leading cadres, innovating selecting and appointing process and measuring methods of leading cadres, and building a reasonable and unhindered feedback mechanism in the appointment process of leading cadres.
