The enforcement and innovation of the public service infrastructure, along with the establishment of urban-rural public service coordinating system, have become priority tasks to build a moderately prosperous society in all respects. The importance of improving the people’s livelihood, promoting the social fairness and justice, and deepen the reform of our current social system have been emphasized during the18th Communist Party of China National Congress. The overall goal is to speed up the formation of an efficient social management system, and ensure a society with vitality and order. Thus the promotion of equal access to the public service in urban-rural area is particularly urgent.Public satisfaction is an important aspect to evaluate the formation status of the current public service system. From1990s, the public satisfaction evaluation on government’s public service has become a hot research field and topic of Public Administration. Only if the public satisfaction on public service has been placed at the first place to research, it can truly embody the value orientation of the innovation on public services. That is "to promote social fairness and justice, and to realize the equalization of public service". Therefore, it is necessary to focus our study on public satisfaction in order to research the performance of urban-rural public services. In the following context,1intend to take the public satisfaction as the main perspective, based on the field research and data analysis gathered from Yichang City, Hubei Province, applied the method of qualitative analysis and quantitative evaluation, to study and research the performance of public services in urban-rural areas.The paper has six parts:First:Introduction. The purpose of this part is to give the background, resources and significance of the research. There are four key concepts:public satisfaction, urban-rural area, public service, and the performance evaluation of the public service. All these concepts is clearly interpreted and defined. In addition, the research methods and ideas of this study will also be described.Second:A review on current research practice. In this part, the current research on public satisfaction from both domestic and foreign scholars is reviewed. General comments will be made on those already existing researches.Third:Research design and data collection. Firstly the design scheme is introduced. Then the sample selection and data acquisition is explained in the context as well. The random sampling method is applied while using simple questionnaire investigation. A total of240questionnaire is issued, with210valid responses. Those valid210questionnaires are used for statistical data analysis.Forth:Result. In this part, SPSS software is used to analyze the data. The methods used are descriptive analysis, factor analysis, reliability analysis, frequency analysis, and cross analysis. From the result, the interaction of different variables affecting the public satisfaction outcome is analyzed, interpreted and explained.Fifth:Discussion and suggestion. Based on the result from the previous context, I chose three aspects to discuss and suggest the possible improvement on public services in urban-rural area. These aspects are:to promote social equality as the priority in the public service system, to create a "responsive government", to improve the government spending system of public service system.Sixth:Summary. In this part, the study achievements and other problems are discussed. The future research direction is also summarized in the context.The innovation intention of this research paper is mainly manifested in the following three aspects:First, the research perspective of urban-rural area public satisfaction is rarely seen in other research topics. Thus the research direction of this paper has certain innovation aspects. Second, this paper adheres to the combination of qualitative analysis and quantitative analysis to achieve the results. While reviewing and explaining the concept and performance of the urban-rural public services system, the field investigation, in-depth observation, the questionnaire survey and statistical data analysis are also played a foundation role in the research methods. The statistical and econometrical oriented research method is another innovation aspect in this paper. Lastly, based on the statistical and econometrical research results, the research paper makes a conclusion and suggestion to improve the urban-rural public services performance from three unique aspects, which are:to promote social equality as the priority in the public service system; to create a "responsive government"; and to improve the government spending system of public service system. These suggestions not only have certain innovation aspects, but also have its value in actual policy advice.
