The Research On The Participation Of Social Organizations In Public Service On The Perspective Of Governance Theory

With the continuous advance of reform and opening up, China’s social organizations have developed rapidly and their ability to participate in public service has gradually improved. Governance theory provides theoretical support for the social organizations participating in public service, and affords references on how to carry it out. Social organizations, as the main supply of public service, are functioning collaboratively in dealing with the defects caused by government failure and market failure, which can get adapted to the development of modern society more easily, to meet more and more diversified and complex public demands. At the same time, the participation of social organizations in public service is also facing a lot of predicament. Guided by the governance theory, with the construction of the cooperation mechanism between the government and social organizations, the government tries to play the role of meta governance, and social organizations keep improving their ability of providing public service, so that they can jointly resolve the dilemma.This paper consists of introduction, conclusion and three parts. The introduction introduces the background, significance, methods and framework of the research, and makes the related concepts clear based on domestic and foreign researches.The first part analyses the practice of China’s social organizations participating in public service, including the current situation and predicament of China’s social organizations in public service, the characteristics of private-owned business associations in public service and the status of Shenzhen private-owned business association participating in public service.The second part is a strategic thinking on the participation of social organizations in public service on the perspective of the governance theory. It analyses the necessity, functional advantages, and path of realization of social organizations’participating in public service, and the inspiration to the participation of private-owned business associations in public service by the governance theory.The third part puts forward countermeasures on promoting the participation of social organizations in public service based on the governance theory in view of the predicament of China’s social organizations participating in public service.
