The International Telecommunication Union (hereinafter referred to as ITU) is the world’s first established inter-governmental organization, and has played a central role in the field of telecommunications. The resolutions or suggestions which were formulated by ITU about telecommunications standards and the patent involved in that are widely complied by its members. Therefore, the resulting patent system is the important institutional resources providing for the protection of telecommunications standards and its involved patent in the world.Besides the introduction and conclusion, this article is divided into four chapters.Chapter one discusses the evolution and the characteristics of the patent system in the International Telecommunication Union. By analyzing the relationship between the telecommunications standards and the patent system, it elaborates the necessity of the International Telecommunication Union patent system, and on this basis, then revealing the. characteristics of the International Telecommunication Union patent system from the origin of the system, the nature of the system and the system effect.The second chapter analyzes the ITU patent information disclosure system. Patent information disclosure system which is a major component of the ITU patent system, has a direct impact on the formulation and implementation of Telecommunication Standardization proposals created by International Telecommunication Union. From The subject of patent information disclosure, disclosure scope, disclosure time, this chapter presents a systematic research on the patent information disclosure system of International Telecommunication Union. The third chapter combs the ITU patent licensing system. Patent licensing system is also the major component of the ITU patent system, and has important significance for protecting the patent involved in the telecommunications standards. This chapter conducts a systematic analysis to the mode of patent which involved in the telecommunications standards of ITU, as well as the implementation effect about it.The fourth chapter inquires into the relationship between the patent system of International Telecommunication Union and other international organizations’patent system. By comparison, elaborates features and shortcomings for which ITU patent system relative to the patent system of WIPO, the WTO and other international standardization organizations.
