At present, China has entered a crucial stage of reform anddeep-water areas, reform inevitably involves the interests of all sectors of society and will inevitably cause damage to the interests of vulnerable groups. When the interests of the vulnerable groups can not be achieved, the outbreak of group events becomes inevitable. Group events have become an important factor of social stability and building a harmonious society. Because of the characteristics of a strong group events with hazards anddifficult to deal with, how to properly and effectively handle mass incidents before us has become a major issue. Therefore, we must take effective measures against mass incidents effectively disposal.Since2009, I have been working in the first line of the disposal group events, tomaster a lot of first-hand information on how to dispose of the public security organs group events conducted in-depth thinking, put forward reasonable proposals, have been leaders and colleagues unanimously affirmed. This article will be the city where the author, for example, cited a typical case out of group events characteristics were analyzed, and then study how the public security authorities to re-examine their role and problems, andthen points out its prevention and disposal of Group Events defects in the operating mechanism.
