Since the reform and openning up to the outside world, China experienced the transformation from the planned economic system to the market economic system. The traditional administrative model of "command and obedience" could not completely adapt to the complex and complicated economic and social relationships. The administrative guidance, a new kind of administrative activity, is more democratic, flexible, and effective. It has adjusted the new developmental trends of economy and society. It has attracted much attention from administrative organs all over and administrative personnel. The administrative guidance has been comprehensively applied in the economic and social management. It plays an active role in supplement, enhance, coordinative, and prevention, and has achieved good results.Nowadays, China has gradually built up the price mechanism mainly determined by the market under the macro-control. The goods prices, making up95percent of retail amount of the whole social goods, have been determined openly by the enterprises and realized the market regulation. The government price authorities are facing with the objective reality that the enforcing administration has been becoming weaker and weaker. However, the administrative guide, a new kind of administrative model, provides a completely new view and innovative thoughts for the government price departments to achieve the aim of the administrative management. The administrative guide has been great applied in the governmental working of fixing prices, but it is still in the bud for the researches of theories and institutions of it. Therefore, it is necessary to analyze the application value of price administrative guide in terms of theory, and summarize the current practices of administrative guide.This article tries to begin with the basic theory of administrative guidance, outlining the government price-fixed working and the challenge, illustrating the value of administrative guidance in the working of government price from three aspects, including scientification, democratization and legalization. Taking the practice of administrative guidance applied in price working in Yangzhou for example, it describes the actual results and problems of administrative guidance applied in the government price working. Finally, the writer puts forward the suggestions to improve the application of administrative guidance in government price working.
