Status Of Cadres To Enhance The Quality Of Local Branch Level And Countermeasures

Local section-level cadres, as an unique group with large population, importantresponsibility and special features, plays a pivotal role in the party and government organs inour whole state. Local section-level cadres is not only executor of the superior decisiondeployment, but also the servant of the people. The quality of this group affects the workquality and efficency of the local party and government organs directly, and it closely related tothe image of the party and government. Therefore, it is necessary and urgent to improve thequality construction and overall quality of local section-level cadres.This paper did a theoretical research on basic quality form of local section-level cadres,and selected the theory of competency model by McClelland as the theoretical basis. We usedliterature analysis method, experiential summary method, deductive method and a strategicperformance management tool named balanced score card to deduce quality characteristicmodel of local section-level cadres from four dimensions, such as mission demension, customerdimesion, learning and growth dimension and internal business management dimension. Thispaper tried to find the main reasons and limitaions on quality promotion of local section-levelcadres in straight authority of Heze by using the method of unstructured interviews andparticipant observations. According to the author, improve the quality of local section-levelcadres should be discussed from two angles of view: ought to be and to be. It is ought to bediscussed quality promotion from21indicators of quality among local section-level cadres instraight authority of Heze; it is discussed quality promotion from concrete countermeasures toimprove quality of local section-level cadres in straight authority of Heze, such as strengthenpolitical quality education and training, scientific assessment and supervision.This Paper is divided into four parts. The first part of the introduction,Discusses theresearch background, the theoretical basis of the study,current research, research methods, lackof ideas and research.
