China’s urban public facilities management draws on the advanced experience of theWest under the new public management reform movement of the urban market management,the management system and management model has achieved fruitful results, initiallyestablishing a market-oriented reform, updating government governing philosophy, andactively introducing market competition. But there are still many problems, the overall publicfacilities can not keep a single, functional orientation of urban development, regulatoryagencies are not clear, backward management, narrow channels in public infrastructurefunding, light weight building maintenance, low quality of the management team, whileforeign cities in the wave of new public management movement of the last century weremarket-oriented reforms, the city government functions to adjust, regulate the relationshipbetween government and market, between citizens, the use of the scientific enterprisemanagement tools, the introduction of market competition mechanism, the establishment of agovernment Lord, civic and social organizations are actively involved in the multi-centermanagement. Qinhuangdao, centrally located in Bohai economic circle,develops the tertiaryindustry, especially in the developed tourism as the main industry, combined with the actualsituation in Qinhuangdao city construction and management of public facilities, andsummarizes most of the city in a public facility management the main characteristics of thecity administration in the management of its domestic and foreign agencies, managementfunctions, management tools, fund raising and other aspects are compared to identify gaps inthe basis of the existing problems, drawing on its advanced concepts, scientific method,combined with the unique situation, proposed a more targeted, feasible suggestions,improve urban public facilities construction management agencies and strengthenmanagement responsibilities, deepen the reform of urban public facilities managementsystem, the reform of investment mechanism to expand financing channels for publicfacilities, increase public participation in order to establish a diversified governancemechanism, enhance the sense of crisis, to strengthen crisis management.
