After the Cold War balance of power theory of traditional realism increasingly unableto explain the profound reality of the international community, therefore, foreign scholarsput forward a non-military, non-alliance means of checks and balances soft balancetheories U.S, China, Japan and other big powers meet in ASEAN, the ASEAN region isnot the same as the Middle East into war, but it have a longer period of peace and stability,this peace is not because of the big country, but its unique diplomatic strategy dictates.This paper argues that post-Cold War ASEAN diplomatic strategy happens to be a typicalcase of a soft balance of power theory. In this paper, the theory of ASEAN soft balanceequilibrium strategy formation background, the specific content, the effect and its impact,to do a more in-depth analysis. ASEAN soft equilibrium strategy is to deal with post-ColdWar ASEAN region as a reaction to the situation and strategic choices. ASEAN plays hostthis strategic role, trying to balance the United States, China, Japan and other majorpowers. ASEAN member countries that ASEAN forces alone can not guarantee peace andsecurity in the region, while the interests of the major powers of ASEAN and the pursuitof power, will inevitably promote competition among major powers, ASEAN can takeadvantage of the contradictions between the major powers, so that the mutual restraint,and to initiate and multilateral mechanisms leading to equal dialogue and friendlyconsultation, the balance of power strategy on the use of soft power be balanced in orderto achieve peace and stability in ASEAN. ASEAN adopted a soft balance of powerstrategy is largely in balance China, the strategy for China, it is a " double-edged sword ",in raising the status of China in the ASEAN region, and promote bilateral economicdevelopment, reducing the South China Sea conflict, jointly cope Western politicalpressure, but also to the development of relations between China and ASEAN, the SouthChina Sea, the Taiwan problem generated negative impact. In response to these negativeeffects, This paper argues that public diplomacy should be to deepen understanding, tolead the development of CHINA-US constructive relations, and promote China’s economicdevelopment boost regional economic prosperity promote China-ASEAN political and security cooperation and other measures to achieve the China-ASEAN bilateral relations.
