Reasonable allocation of human resources is an important part of the establishment ofefficient customs. The customs as the government functional departments of thecountry, to implement the scientific outlook on development must give consideration toadministrative efficiency and administrative costs. Seen from this perspective, the integration of humanresource on the customs system, especially the grass-roots customs, is the trend of thedevelopment.There is a certain gap between the requirements of General Administration ofCustoms and the situations of Dongning Customs. The outstanding issues show twoaspects on the institutional and human resource allocation. A phenomenon that ismeticulous division of labor, another phenomenon is not enough scientific human resourcemanagement. The former causes the continuity of work and cross, too much intersection andcoordination problems increased, so that some original work that is either small or simplework increases the workload and complexity. The latter needs rationalize the functionalrelationships. To adjust institutional settings and clear staffing of team building andbusiness can settle problems arising in the construction. These problems solved can pushoff the Dongning customs overall work. The result of the integration of human resourcesagencies should get ready to adjust, enhance administrative management efficiency.Current problem is to the disadvantage of development of Dongning Customs need tobe improved through a practical approach of institutional and human resource reallocation.This work will be in accordance with the principles of streamlining, uniformity andefficiency, requirements of decision-making, execution and supervision coordination. Theanalysis increasing the customs agency personnel situation, can realize the optimalcombination of institutional settings and scientific allocation of human resources. This willhave long-range development of the Dongning Customs human resource’s evaluation system, apositive and profound impact.
