The public servants’ wage is the main source of income for each publicservant, the police in public security organs is not exceptional also,salary is police’s life guarantee, and is closely related to personalinterests. There are four reforms in salary system of civil servants sinceChina’s reform and opening up, in2006,"civil servant law" waspromulgated and implemented, which set the salary standard andconstitution for public servants, and the public servants’ wage is basedon their work, with a certain increase. the Amendments to the "Police Lawof The People’s Republic of China" in2012formulated that the police’swages is in accordance with public servants, with extra police-rankallowances and subsidies. As a base-level police, the writer believe thatthe current police salary is low, and significantly lower than the marketeconomy development level, its distribution system is unreasonable, theexisting performance appraisal is unscientific, unfair, and not objective,which leads the police has not enough motive to work, the work efficiencyis low. In order to change the status of police work, improve workefficiency and moral standards, we should reform the wage system. Improvethe overall salary standard, establish the system that combine salarywith individuals’ position, rank, degree, and work performance, more payfor more work, implement the system of distribution according to work.Normative wage incentive system plays an important role in the aspectsof police human resource allocation and individual incentive. Theestablishment of incentive mechanism is one of the importantway toincrease work efficiency and service quality, the police performanceappraisal should be scientific and effective system of performanceappraisal system, assessment work should proceed from the reality,analyzes the existing of the police evaluation system is unreasonable,and the existing problems, and puts forward some solutions to existingon the problems, and puts forward legislative suggestions. Due to theunique nature of t police’s work, the salary system should be differentfrom other public servants’ wage system, which should establish incentive policy, perfect the evaluation mechanism, we should buildpolice performance appraisal system perfect, set up reasonable evaluationindex, the combination of subjective and objective, highlight theindividual key principles of appraisal, the workload and work qualityevaluation combining principle, and should set up a special departmentunified examination of the whole police, are suggested to be related toprinciple of Labor Law refers to the police in the wage system, the publicsecurity organ wage system police should regulate through legislation.
