Factors restricting the development of the rural economy there are many, chiefamong them is the lack of financial support, must solve the problem of rural financialreform. CBRC released the rural financial institutions with banking policy since2006,rural banks as China’s new rural financial institutions began to appear in the people’sline of sight. Since the establishment of the first rural bank in Sichuan, until the endof2012, has been set up to1101. Village banks in the past few years running, andachieved good results, but also exposed in the development of many problems, suchas support for agriculture direction deviation deposits difficulties, the regulatorymechanism is not perfect. The existence of these problems pose serious challenges tocontinue to serve rural banks can continue to agriculture, rural areas and farmers(referred to as the "three rural") in accordance with the establishment of the originalintention. Based on this, this paper attempts to proceed from the concept ofsustainable development, analysis of the current legal and regulatory status quo of therural banks and the problems, and to explore ways to further improve the legalsupervision of village banks.This article includes a total of six parts, including the introduction and conclusion,in accordance with the discovery of the problem, ask questions, and solve theproblem of the structure to write. The introductory part of the theme of this paper, anoverview of the research and related issues.Chapter start village banks the concept of village banks meaning, characteristics,legal nature, development status, the necessary summary and analysis, in order toexpand the discourse rural banks regulated by the laws of the foundation for the later.The main content of the second chapter discusses the legal supervision of villagebanks in China. Consists of the four aspects of: village banks regulated by the laws ofthe concept, the village banks regulated by the laws of necessity, the laws andregulations on the supervision of village banks and legal supervision of village banks,which focuses on the analysis of the problem. Analysis of the problem is to expand the macro and micro perspectives: a macro perspective, China’s rural banks regulatedby the laws of the deviation of the existence of regulatory direction, confusingregulatory bodies backward legal system construction, the problem of the lack offinancial innovation; specific systems, there rural bank market access systemthreshold is too high, the exit system is imperfect, and not comprehensive supervisionof day-to-day running.Chapter surrounds the practice of foreign microfinance banks regulated by thelaws of comparative analysis, introduces the experience of the four countries of theUnited States, Japan, Bangladesh, Indonesia, the reason to select the four countriesintroduced, because theymany of the practices of the legal and regulatory aspects ofmicrofinance bank representative. This chapter in different countries after theintroduction of the national legal and regulatory experience to be summarized andrevelation of the legal supervision of village banks in China.Chapter Perfection of China’s rural banks regulated by the laws of the proposed,based on combination of legal supervision of village banks in China and foreignexperience, how to build a sound legal and regulatory system of village banks. Thispart were built from the the village banks regulated by the laws of the target, inprinciple, the regulatory system, as well as regulatory content specific measures toimprove the legal supervision of village banks in China, and put forward the furtherimprovement of the legal supervision of village banks in China.
